January 15, 2009
Members present: Tom Hollingsworth, Jake Negley, Matt
Cossalman, Steve Shelman, Henry McMahon, Jan Christensen, Doug Reoch, Rod
Barcklay, Bruce Behrman, Matt Morgan. Members absent: None. Staff Present: Mike
Weland
- Hollingsworth opened the meeting, introducing
Cossalman and Shelman and the rest of the members. He called for reading of
the November 20 and January 7 minutes. Reoch made motion to waive reading
and adopt as presented, Negley seconded and the motion carried unanimously.
Hollingsworth acknowledged this would be his last meeting as a member, and
called for election of officers. Barcklay nominated Reoch as chairman,
Negley seconded and the nomination carried with a vote of seven “aye” and
one abstention. McMahon nominated Rod Barcklay as co-chair, Negley seconded
and the nomination carried with a vote of seven “aye” and one abstention.
- Upon election of officers, Hollingsworth thanked the
members, staff and county commissioners for allowing him to serve, turned
the chair over to Reoch and bid farewell.
- Reoch opened review of the proposed Boundary County
Zoning and Subdivision Ordinance. Steve Tanner, Don Jordan and Terry and
Donna Capurso were in attendance. Following discussion, the following
revisions were proposed:
- Amend Section 5.1.4.6: Barns and other similar
structures used for agriculture or forestry
and not exceeding
twenty-five (25) feet in height from ground to peak within the
airport overlay.
- Amend Section 5.1.4.7: Greenhouses, grain and
silage storage structures
not exceeding twenty five (25) feet in
height from ground to peak within the airport overlay.
- Delete Section 5.1.5.1:
Wholesale greenhouses,
nursery structures and agricultural structures exceeding twenty-five
(25) feet in overall height, when within the airport overlay.
- Delete Section 5.1.5.5.:
Barns and other
similar structures used for agriculture or forestry and exceeding
twenty-five (25) feet in height from ground to peak when within the
airport overlay.
- Delete Section 5.1.5.6:
Greenhouses, grain and
silage storage structures exceeding twenty five (25) feet in height from
ground to peak when within the airport overlay.
- Amend Section 5.2.4.4:
Barns and other
livestock housing farm Residential accessory structures not
situated within the airport, flood plain or wetland overlay.
- Delete Section 5.2.4.5:
Grain and silage
storage structures and wholesale greenhouses not exceeding twenty-five
(25) feet in overall height above ground surface.
- Amend Section 5.2.5.2:
Barns and other
livestock housing farm Residential accessory structures situated
within the airport, flood plain or wetland overlay.
- Amend Section 5.2.5.4: Retail greenhouses or
wholesale greenhouses
, silos, barns and other similar agricultural or
silvicultural structures exceeding eighteen (18) feet in height above
ground surface when within the airport overlay.
- Amend Section 5.3.1: Objective:
To
promote the continued productivity of those lands which combine the
general attributes of timber and agricultural land by encouraging
agriculture and silviculture while allowing an increase in net
residential development in a manner that will maintain the rural
characteristics of the land in balance with the production, harvest and
extraction of natural resources. While development may be feasible,
various uses may be limited by the unavailability of public services and
roads. To secure land uses, including agriculture and
silviculture, which provide economic independence for Boundary County
citizens. To identify and characterize intensive land uses possible with
additional public input.
- Amend Section 5.3.3: Structure Setbacks:
Front yard, 25-feet; Side yard:
10 25-feet; Rear yard,
20 25-feet.
- Amend Section 5.3.4.4:
Barns and other
livestock housing farm Residential accessory structures not
situated within the airport, flood plain or wetland overlay.
- Eliminate Section 5.3.4.5:
Grain and silage
storage structures and wholesale greenhouses not exceeding twenty-five
(25) feet in overall height above ground surface.
- Amend Section 5.3.4.6: Construction of roads and
driveways specifically for agricultural and silvicultural cultivation
and harvest pursuant to the Idaho Forest Practices Act except the
access to a public road.
- Add section 5.3.5.2: Residential accessory
structures situated within the airport, flood plain or wetland overlay.
- Amend Section 5.3.5.3: Retail greenhouses or
wholesale greenhouses,
silos, barns and other similar agricultural or
silvicultural structures exceeding eighteen (18) feet in height above
ground surface.
- Work concluded with discussion of Section 5.3.5.4,
with no decisions rendered. At 8:30 p.m. Reoch concluded the workshop
session and adjourned the meeting, affirming that the next meeting to
conduct zone ordinance review would be at 5:30 p.m. Wednesday, January 28.
