LEPC May 10, 2006 Meeting and Minutes

1)      Training Overview:  Mark Peck gave an overview of a federally funded training program.  See attached for overview of program.  Members asked to set aside the first week in August for Boundary County Training.  Fred Heywood will check with Idaho Homeland Security to make sure the hours will apply to required training credits in Idaho. Fred and Mark will meet after this meeting to set a network of communication.

2)      Budget:  Bob Graham gave an update of our budget. Bob also advised the there is still no spending for our 2005 dollars. Bob asked that if there are changes to please get them to him so he can organize and coordinate with the state.

3)      E-911 Committee: Dean Satchwell asked for LEPC members to volunteer to sit on an E-911 committee. This was a request from the Boundary County Commissioners. I asked that members from law enforcement, fire, EMS and general public be participate so there is a good voice from our overall population. The following members will consider being members; Tony Rohrwasser (South Boundary Fire), Walt Kirby (Boundary County Commissioner), Boundary County Sheriff’s Employee to be assigned, Wayne Wilkerson (U.S. Fish and Wildlife Service, Kootenai Refuge),  Dustin Kralik (Idaho State Police), Dave Kramer (Bonners Ferry Chief of Police) and Berry Ellis Coleman (LDS Church and Boundary County Translator Board).  The E-911 board can meet to develop a good plan for the commissioners to review. This should cover funding, infrastructure, and all communication to operate an Enhanced 911 center.

4)      Bob advised the water level in the Kootenai River will be rising due to the Kootenai Dam allowing more water to flow for fish.

Dave Kramer asked that the meeting dates change due to an ongoing conflict with a city department heads meeting each month.  There were no concerns expressed to change the LEPC meeting to the first Wednesday of each month. The location will stay the same at the Bonners Ferry City Fire Hall.
