Dean Satchwell called the meeting to order at 0800 Hrs.  A sign-in roster was passed around and there were 22 members present. New member Brad Stalcup, Curley Creek Fire Chief was present.

The members were asked about recent snow, roadway damage and soil slides in the county and in the members area.

January 2006: Ruby Creek Road received one lane obstruction due to a soil slide.

There was not damage or injuries and was cleared with-in two days by Boundary County Road and Bridge. Traffic going through the effected area was reduced to one lane.  This is a remote area and little out of area traffic goes through that roadway.

Bob Graham reported an ice jam on Deep Creek approximately one mile above Ruby Creek. There was no reported damage or injuries.

Under sheriff Tim Day indicated that HWY 95 south of Eastport near Good Grief was breaking up but there is no diversion to the traffic flow.

Bob Graham addressed the members about the budget issues and the need to revisit the equipment quotes and if they have changes to make sure they have revised them with Bob Graham.

Bob Graham passed out the 2004 remaining funds documentation.

Bob Graham passed around a money release waiver for members to sign. This was releasing monies that have not been spent for year 2004.

Bob Graham passed out the Idaho Code Title 72, regarding worker’s compensation and related Laws.

There was discussion regarding Boundary County fire association members being covered under this law. The issues in question is regarding the fire protection associations are private and not a public entity, except South Boundary County. Bob will check to clarify any question and then the conclusion will be placed on document form and distributed to everyone.

Dean asked DeAnna Galbraith to discuss the Critical Incident Stress Management training put on by Panhandle Health District, see attached. Paulett Ketner will be checking on this the see if the trainer will travel to Bonners Ferry if there is enough interest.

Dean addressed the on-line National Incident Management System course. All members who don’t have internet access can contact me and receive hard copies so members can take the test. There are a few interested in this option and then will share with their members.

Dean talked about the Boundary County Web site that is operational now. The format has changed and everyone is urged to look it over. This will be a place to look at what is new and available in LEPC and emergency management.

Dean updated the group on the ALL Hazard Mitigation Plan. It has been sent to FEMA for final approval. This plan is on the emergency management web-site.

The mutual aid agreements were available and given to public entity and law enforcement to review. These can also be found on the web-site. The contracts for fire protection associations will be held until Bob Graham has received an updated opinion of the workman compensation law.

Wayne Wilkerson introduced Kolleen Irvine the new Kootenai Refuge assistant manager and Law Enforcement person. Kolleen is living on the refuge and can be contacted at 208-267-3888.
